OVERVIEW:
In the wake of the Coronavirus pandemic, funding streams from various sources have been made available with different guidelines for eligible uses and reporting requirements. This webinar will provide a big picture view of the various funding options available to healthcare institutions from agencies, including Federal Emergency Management Agency (FEMA), and focus on how hospitals and other healthcare facilities can develop a recovery strategy that optimizes the use of their available recovery dollars.

Chief financial officers and other staff responsible for grant administration and reporting, risk managers and procurement officers. 

 
OBJECTIVES:
Upon completion of this program, participants will be able to:
Discuss the importance of tracking how all funding is obtained and applied against measured financial losses, including lost revenue and costs associated with the response to, and prevention of, COVID-19; and
Demonstrate how to support the eligible uses of funds while demonstrating that there is no duplication of benefits to mitigate de-obligation exposures and optimize funding retention from all available sources.

MEET YOUR FACULTY:
Dr. Kim Abrego (COVID-19 Task Force Lead)
Dr. Kim Abrego serves as chief operating officer of Disaster Recovery Services, LLC (DRS). Since 2001, Dr. Abrego has focused on client resiliency following a disaster, enabling them to recover better and faster. She works on recovery program development and follows industry best practices when providing contract procurement, management and implementation support to all project stakeholders. She specializes in the platform development and vendor coordination aspects of strategic sourcing with a focus on successfully positioning clients for disaster preparedness and recovery efforts in the areas of risk preparedness, disaster remediation and restoration, debris removal, and claims recovery among others. This method of solution-oriented turnkey coordination improves entity resilience by decreasing downtime and helping to ensure that affected agencies can return to normal.

Quinn Moody (COVID-19 FEMA Recovery Lead)
Moody is a senior project manager for DRS with more than 10 years of experience leading and coordinating FEMA projects for public entities following catastrophic events and now pandemics like COVID-19. She specializes in strategic oversight throughout the entire FEMA recovery process, leading teams of project specialists in providing disaster recovery support to clients. She has managed FEMA Public Assistance grant applications for sub-recipients and many other aspects of FEMA projects for various clients to ensure the scope of damages was accurately captured. Moody has trained staff on technical recovery aspects and has familiarity with 2CFR, 44CFR, and FEMA’s Public Assistance Program and Policy Guide.

Jason Trahan (Non-FEMA COVID-19 Recovery Funding Lead)
Trahan is the Commercial Insurance Claims Practice Leader for DRS, and he focuses his practice on providing forensic accounting services in the measurement of complex insurance claims. Since 1997, he has assisted numerous clients in reaching settlements on insurance claims, including property, business interruption, extra expense, builders’ risk, cyber and liability claims. Trahan has also helped insurance companies regarding reinsurance disputes. His experience includes dispute-related services for complex breach of contract and purchase price disputes, involving damage quantification and valuation issues. He also has experience performing forensic and investigative accounting work utilizing electronic evidence discovery and data mining.  

Shelley Vineyard (COVID-19 Procurement Coordinator)
As a public procurement leader and FEMA claims consultant for DRS, Vineyard focuses on public entity risk management and procurement strategies in facilitation of complex disaster recovery projects. She focuses on public entity risk management and procurement strategies in facilitation of complex disaster recovery projects. She serves as a subject-matter expert in public procurement and governmental business operations. Her responsibilities include working closely with project managers and public entity clients to prepare comprehensive action plans for recovery efforts, especially where state and federal public assistance is involved. Additionally, she works closely with vendors, cooperative purchasing groups, and client purchasing departments to provide procurement guidance, training and assistance, helping develop comprehensive procurement strategies to support financial recovery.
